    I’m not quite understanding Garth Turner’s point of view with regard to foreign buyers and the FBT. On the one hand, he thinks foreign buyers have had very little impact on Vancouver house prices, yet he thinks Victoria house prices increased because of the tax . He also thinks the FBT would have a negative effect on the overall provincial RE market if h tax was implemented province-wide. So, which is it? Did foreign buyers impact the Metro Vancouver or not?.

      If you read his blog he states that there were less than 7% foreign buyers in Vancouver. He states that the housing prices in Vancouver had already turned down before the FBT but when the tax was implemented, the fear factor scared buyers and the downturn was accelerated. The actual affect of the FBT was psychological more than financial. The house price escalation was from speculators and buyers that feel house prices can only go up.
